Millennium Villages Project puts the international spotlight on particular communities and also makes side payments to governments to treat the village in a special way. The primary source of poverty is poor governance and extractive policies. The Millennium Villages Project prevents governments from acting as they normally would, and thus provides no information on development outside of that special circumstance. Regardless of the outcome, good or bad, it will be totally uninformative to other developing areas. Without the publicity of an international campaign, bad governments simply predate away any excess development caused by aid.
